Higher education is very important for the development of any country Government of India also realized the same and has started giving more importance to it and that is why UGC has been established to ensure the quality and relevance of higher education in the country. Since its establishment, UGC introduces various schemes, programmes and projects for the betterment of universities, colleges and individuals working in higher education. As Shree Kapil Sibbal, Honorable Minister, MHRD says, "This is the time of paradigm shift for higher education. It needs to be transformed at its best." To make it happen, UGC has already introduced many innovative schemes under 11th Five Year Plan. Apart from 11th plan schemes, MHRD and UGC felt a need of some regulations to facilitate better quality in higher education. Hence, the regulations 2010 were notified. The present book is an endeavour to help you study and take benefit of the UGC Regulations on minimum qualifications for appointment of teachers and other academic staff in universities and colleges and measures for the maintenance of standards in higher education 2010 and the UG'C (Minimum Standard and Procedure for Award of M.Phil./ Ph.D. Degree) Regulation, 2009. The book includes the letter of the secretary, UGC regarding UGC Regulations 2010. It also includes the notification of the same in the gazetteer of India. It explains and illustrates the newly introduced scheme of PBAS for the appointment as well as promotions (career advancement scheme) of college and university teachers, principals, directors of physical education and librarians. The 'Handbook of UGC Schemes' by one of the editors, was welcomed and appreciated by the principals, teachers, professors, directors, vice-chancellors, registrars, universities and academia, which encouraged us to publish this book. It is an attempt to provide the latest and updated information about UGC regulations as ready reference.

Dr. Jagdish S. Joshi is an Associate Professor at UGC -Academic Staff College, Gujarat University, Ahmedabad. He is closely associated with about 8 national and international professional bodies and actively engaged in teaching, training, research, translation, editing, compilation, consultancy and social activities. He has been imparting professional training to college and university teachers, administrative officers of universities and colleges, research scholars, principals, etc., since 2005. He was felicitated by Naiional Award for Education by UNO in 2006. He recently visited China as a delegate of Government of India. He has authored and edited several books including English Textbook of standard 10th (Gujarat state), Researches in English, Advance English for College Students, Advance Prose for College Students, Handbook of UGC Schemes, etc., apart from couple of academic journals. He has also translated and reviewed quite a few books. He contributes regularly to T.V., Radio, Satellite Programmes, journals, websites and academic journals.

Dr. Hitesh D. Raviya, is an Associate Professor at the Post Graduate Department of English, KSKV Kachchh University, Bhuj, Gujarat. Dr. Raviya earned his Masters in English in 1996 and Ph.D in 2003 from Sardar Patel University, Vallabh Vidyanagar. He also earned PGCTE from then CIEFI Hyderabad in 199S. His area of specialization is ELT and of interest are ICT, Indian English Literature and Gujarati Diasporic Literature. He has been serving as an ELT expert to Gujarat Secondary Education. Board and Knowledge Consortium of Gujarat, Department of Education, Gandhinagar, Gujarat. He has contributed many articles/research papers in International /National journals and authored/edited several books so far. He has participated/presented research papers in man; International /National/State level Conferences Workshops so far. He has also contribution to design of new curricula and courses and technology-mediated teaching learning process at the various universities. He has fourteen years of teaching experience including experience of guiding candidates for research.0
